Reorganization Meeting

At the Reorganization meeting, all committee members elected in the May 17th, 2022 Primary will elect leadership of the Washington County Democratic Committee, including:
Chair, Vice-Chair, Second-Vice Chair and the Executive Board.
What do the various elected positions do? (per our bylaws)
The Chair shall:
Serve as the Executive Officer and spokesperson of the WCDC.
All other officers shall be responsible to the Chair.
Be responsible to the Executive Board and the WCDC.
Perform all duties in accordance with the laws of the Commonwealth of Pennsylvania, and in conformance with the Rules of the Democratic National Committee and the Democratic Party of the Commonwealth of Pennsylvania.
With the approval of the Executive Board, may appoint committees and hire Campaign Coordinators or secretarial assistance to ensure the promotion and interest of the WCDC and the endorsed or nominated Democratic candidates.
Preside at all meetings and run the meetings in an orderly fashion in accordance to Robert’s Rules of Order.
In the event that the County Committee or Executive Board shall be equally divided upon any issue, the Chair shall cast the deciding vote.
Annually assign members to review petitions turned into the county election office by Republican candidates to review their viability and determine if challenges
The Vice-Chair shall:
Assist the Chair in organizing the work of the committee or committees to which they have been appointed and to ensure, within the terms of the WCDC’s scheme of delegation, that the tasks have been completed.
Conduct any meeting in the absence of the Chair.
Be a voting member of both the Executive Board and WCDC except in instances where they are acting in place of the Chair.
In the event a vacancy should occur in the office of the Chair of the WCDC, the Vice-Chair shall fill said vacancy for the unexpired term.
The newly appointed County Chair shall then appoint a Vice-Chair and any other officers necessary to fill vacancies resulting from the resignation of the Chair.
The Second Vice-Chair shall:
Fulfill the duties of the County Chair in the event of the absence or disability of both the Chair and the First Vice-Chair.
The Executive Board shall:
Devise ways and means of securing the necessary funds for all elections and the general operating expenses incurred by the organization.
Oversee the disbursement of funds.
Adhere to spending limits of the Chair and Executive Board:
All expenditures of WCDC funds up to and including $1000.00 are at the discretion of the Chair.
All expenditures of WCDC funds above $1000.00 must be authorized or approved by the WCDC Executive Board.
Reimburse the Chair for expenses related to the proper function of the office.
If the Chair attends the State Committee meeting, the Executive Board has the option of reimbursing the Chair for lodging expenses of an amount equal to the daily rate of a hotel room reserved by the State Committee.
Perform other duties, such as:
Act in an advisory capacity to WCDC officers and sub-committees.
Advise the officers on strategic planning for the WCDC.
Assist the WCDC in communication to members represented by Executive Board members.
Review complaints and issue sanctions in accordance with the WCDC bylaws and state and national party rules.
